The Town of Eaton receives potable water from the North Weld
Water District. Water is owned by the Town and is treated and delivered by
NWCWD at a maximum rate of 730 MG per year and a maximum flow rate of 1380
Gal/min.

Water Expansion Project
| |
Eaton's population has increased from approximately 1800 in
1980 to 3600 in 2003. Because of this growth it is necessary to plan
and implement a water system expansion. Currently, we are pursuing a
four part plan which will supply potable water to our residents for the next
20 years. The four part plan is outlined below. The first three parts should
be completed before the end of 2004. The fourth part is in the
research stage, but will be completed before the need arises. |

Part 1: The Hawkstone subdivision is currently served
directly by NWCWD through a pipeline along WCR 76 and a meter located at the
south entrance to the subdivision. By contract the Town must take the
subdivision off that line by the end of 2003 and furnish water to the
subdivision through the regular distribution system. In order to do
that the Town is installing a pump station at the east entrance to Hawkstone
which will maintain adequate pressure and volume flow for both domestic use
and fire flow. The pump station has been ordered and should be in place
by November of 2003. |

Part 2: A new 2.3 MG water storage tank is being
planned for approximately 1 mile west of town - just east of WCR 33 and 1/2
mile south of WCR 74. This tank will help "level out" our demand on
the North Weld system and will make it easier to deliver water during peak
times without loss of pressure. Assuming that water supplies are good,
the new tank should limit the need for watering restrictions in the future |

Part 3: Along with the new water storage tank, a delivery
system is necessary in order to attach the tank to the system. A 24
inch pipeline will be constructed along the "half-section" line from the
tank site on WCR 33 to WCR35, then north to connect with the existing
distribution line 1/2 mile north of WCR 74 on WCR 35. By the late of
2004 this new line should be online and the system will be able to support
our growing population. |

Part 4: The last part of the water expansion project
involves increasing our supply of water. Currently there are two
options for increasing our supply. |
|

Option 1: As NWCWD increases the capacity of its
delivery system. The Town may purchase more capacity from them.
Currently their system is near capacity but if they continue to build as
planned, their ability to supply water will increase so that the Town may
purchase an additional 1 MG/day or 2MG/day as the need arises. This
option would cost about $7.7 for each 1 MG/day. |

Option 2: For many years, until the early 1980's, the Town
used three wells to supply drinking water to the residents. Two of
those wells still exist and are not being used. It may be possible for
the Town to construct a "Reverse Osmosis" water treatment plant and use the
water we already own to increase the supply as the need arises. The
existing wells, at maximum capacity, could supply about 2.5 MG/day. We
are exploring the options for disposal of waste and construction of the
plant. |

Financing of the
project will be done through tap fees and usage charges along with a loan
from the Colorado Water Resources and Power Development Authority. As
much as possible, the Town desires that growth pay for itself, so tap fees
have been raised to meet the need. |
