Overview
The Town of Eaton has adopted a Model Service Plan for Metropolitan Districts to provide clear expectations for the formation and operation of special districts within the Town. The Model Service Plan is intended to promote transparency, fiscal responsibility and consistency in the review of future district proposals.
Adoption of the Model Service Plan does not constitute approval of any specific metropolitan district. Each proposed district is subject to review and approval by the Town Board.
What is a Metropolitan District?
Metropolitan districts are a form of local government authorized under Colorado law that can finance and provide infrastructure and services for new development. These districts are commonly used to fund public improvements such as roads, utilities and parks.
Why the Town adopted a Model Service Plan
The Town adopted a Model Service Plan to:
- Establish clear expectations for applicants
- Create a more consistent review process
- Promote transparency for residents and property owners
- Help protect the public interest
- Reduce the need to negotiate service plan terms from scratch for each proposal
The Model Service Plan is intended to provide predictability for both the Town and future applicants while ensuring that each district proposal is reviewed in a thoughtful and consistent manner.
How the Model Service Plan is used
The Model Service Plan serves as a template and starting point for all proposed metropolitan districts within the Town. Applicants are expected to follow the model plan and any deviations must be clearly identified and justified during the review process.
Key provisions
The Model Service Plan addresses a number of topics that include:
- authorized services and improvements
- governance and administration
- debt issuance and limitations
- financial reporting and disclosure
- intergovernmental coordination
- operational responsibilities
- procedures for amendments and compliance
